To achieve sustainable development goals and accelerate the process of transferring from individual travel to transit travel,metropolis in China is establishing two main methods,one is to continue promotion of transport construction to exaggerate the traffic supply,and the other is to restrict on purchasing and using of personal vehicle by economic means or administrative means,in another word,to optimize the traffic demand.The implementation effect of traffic demand management policies remains controversial as there is no evidence to prove it directly.In this article,we overcome the technical difficulty by combining traditional boundary line survey with modern license-plate recognition(LPR)technology,and have a clear vision of vehicle operation features changes from vehicle level when traffic demand management policies implemented.Metropolis Shenzhen in China is a good sample for our study as it stopped its largescale transport construction and at its period of implementing traffic demand policies such as high parking charge,private vehicle purchasing limitation,vehicle travel limitation and so on,whats more,some policies such as high parking charge only put into practise in central city area,offering an ideal circumstance for comparative analysis.In detail,we choose several factors that related to vehicle operation features as our research objects,such as vehicle frequency,the characteristics of the commuting vehicle and so on.By comparing the changes of these objects before and after the traffic demand management policies implemented,we take a preliminary conclusion that the traffic demand management policies are effective in curbing rapid private car travel growth and optimizing citys overall traffic structure.Furthermore,the feasible policies combination for transit-oriented metropolis development is proposed.
