　　The substantial increase in water demand by North Dakotas oil industry and western North Dakotas growing communities has challenged the region,and brought about conflict between state and federal water management agencies.However,because of the Missouri River and the US Army Corps of Engineers(USACE)managed reservoirs,the expectation of water scarcity is somewhat inappropriate.
