Man since antiquity has pondered the problem of how to reconcile the need for order and authority in society with the desire for individual liberty.In framing a government which is to be administered by men over men, the greatest difficulty lies in this: you must first enable the government to control the governed;and in the next place oblige it to control itself.This has been the experience of mankind that power is at least as likely to corrupt its holders as to enable them.The ideal ruler has always been one who exercises power responsibly, with the aim of achieving the ends summarized above, and with few or no personal motivations in doing SO.
