到21世纪中叶,山东省要实现第三步发展目标,国民经济要达到中等发达国家的水平,能源消费量将会出现强劲的增长,而且对能源供应质量提出更高的要求。山东能源结构优化调整必须坚持以可持续发展思想为指导,以保证能源安全为前提。制定并贯彻实施能源结构优化调整的总体战略;建立协调一致、运转高效管理机制;加强法规建设,提供政策保障;充分发挥市场调节的基础性作用;建立和完善科技支撑体系;建立有效的投融资机制和积极开展对外合作。
