先进制造业基地的概念目前对于先进制造业基地概念有两种不同的理解。一种是把全省作为一个先进制造业基地,要求全省制造业的生产和出口规模达到全国的一定比重,整个制造业必须以高附加值和高新技术产业为主体,主要产业的制造技术、研发能力和管理水平等在全国处于先进水平;另一种则是把视角放在更具体的层面,比如具有特色优势的产业集群(区域特色经济),如果其产业规模大、市场占有率高、技术创新能力强,能够引领该产业发展,就可以称其为先进制造业基地。从理论上说,对先进制造业基地概念的上述两种阐释都是成立的,不存在谁对谁错的
