转变我国刑罚适用模式,应正确处理刑罚与严打的关系,对非监禁刑的适用做出明确的规定,建立适合我国国情的非监禁刑机构。

To change the applicable mode of punishment in our country, we should correctly handle the relationship between penalty and crackdown, make clear stipulations on the application of non-custodial punishment, and establish a non-prison sentenceting institution that suits our national conditions.
