自1991年1月1日起,国家对出口收汇实行跟踪结汇,有关部门制订出《出口收汇核销管理办法》及实施细则、操作规程。这一制度对于国家加强外汇管理,防止逃漏外汇,保证中央及地方的外汇收入,必将起到关键性的作用。同时,这一制度也有助于当前开展的治理整顿,有助于廉洁经商,促进外经贸队伍的精神文明建设。本文讨论的是有关这一制度中的一些具体作法及改进建议。
Since January 1, 1991, the state has tracked and settled export receipts, and the relevant departments have formulated the “Administrative Measures on the Verification of Export Collection of Foreign Exchange,” and implementation rules and operating procedures. This system will play a key role in strengthening the foreign exchange administration of the country, preventing the escape of foreign exchange, and ensuring the foreign exchange income of the central and local governments. At the same time, this system also contributes to the current rectification of governance, facilitates clean business, and promotes the development of spiritual civilization among foreign trade and economic teams. This article discusses some specific practices and suggestions for improvement in this system.
